E-BALITAM: A PROGRESSIVE WEB APP FOR COMMUNITY ENGAGEMENT, AWARENESS, AND COMPLAINTS IN BARANGAY NAGUILAYAN, BINMALEY, PANGASINAN

Abstract

This study presents the development and implementation of E-BALITAM, a Progressive Web App (PWA) designed to enhance community engagement, awareness, and complaints management in Barangay Naguilayan, Binmaley, Pangasinan. The study identifies key challenges in the barangay’s traditional complaint handling system, including inefficiency, lack of transparency, and limited accessibility. E-BALITAM incorporates features such as online complaint filing, real-time tracking, blotter reporting, and document requests, providing a more efficient and transparent process. The usability of the app was evaluated based on ISO 25010 criteria, demonstrating high user satisfaction and effectiveness in enhancing local governance.
