The integration of digital tools has become imperative to meet the evolving demands of education in the 21st century. Consequently, this study is conducted to create a capability training program that can enhance the skills of TLE teachers in utilizing digital tools in their instruction. Survey questionnaires were given to 357 secondary TLE teachers in Region I. This identified their level of adoption of digital tools, their perceived level of effectiveness of integrating digital tools in enhancing the teaching and learning experience, and the level of seriousness of the challenges encountered in the use of digital tools in teaching TLE. Descriptive statistics such as frequency counts, mean, and percentage were utilized in the study. Furthermore, correlation analysis used Pearson r product-momentum correlation, Point Biserial, and Spearman Rank correlation to study the relationship between the variables. The results revealed a moderate level of adoption of various digital tools in TLE instruction. However, their perceived level of effectiveness of these tools is high. The adoption of digital tools in TLE instruction is influenced by teaching experience, socioeconomic factors, vocational certifications (NC II), and teaching positions. Also, higher adoption levels of digital tools correspond to greater improvement of teaching and learning across cognitive, psychomotor, and affective domains. Although the overall level of seriousness of challenges faced by TLE teachers in using digital tools is rated as low, specific issues such as insufficient computers, internet connectivity problems, and inadequate technical support emerge as critical barriers. Finally, the results of the study are used as the basis for the capability training program designed to empower TLE teachers with the skills and knowledge needed to effectively adopt and integrate digital tools into their instructional practices.
